In a world where superheroes exist, it's only logical that the government would want a force which keeps them in check. The Empowered Department has been regulating Empowered individuals for some time now.
What the public doesn’t see is the crack Em-COM taskforce founded by Agent Johnson, a senior member of the Empowered Department. It was founded to contain threats that even Aegis aren't cleared know about... and you are members of the Empowered Combat unit. What Johnson doesn’t know is that you are superhuman yourselves!
