Description

All is not well in the Emerald Empire. The threat of war hangs in the air, and tension run high in the court of Hantei the 39th. Some time has passed since the attempted coup, and a new Emerald Champion has arisen. Kakita Toshimoko has taken up the burden of restoring order the Empire and a strange report has caught his attention in the old Scorpion provinces, one of the oracles has been acting oddly, and a group of uncertain magistrates are all that are available to investigate one of the most mysterious forces in Rokugan.
