...Urgent banging and the light of a torch from the street wake you up in the middle of the night...

The City - that's what they call this place. It is headed by a Council, whose members are drawn from the major local interests: guilds, religious leaders, representatives of major groups, etc. The members themselves are not all-powerful, and they are as much hindering each other as they are helping the city to prosper. But that's the way life and the way things are here, it's always been a bit complicated.

This idyll is spoilt by an adventuring party, as adventuring parties are wont to do. At the crack of dawn, the Council is called together for a crisis meeting to discuss the situation. A fire has broken out at one of the inns, an important member of the diplomatic delegation has been killed, and hostages have been taken by the adventurers - not necessarily in that order. The incoming news is sometimes contradictory, but the Council needs to make a quick decision on how to proceed...

Throughout the game, the characters react to the unfolding plot, arguing with each other and helping or hindering each other in their long-term plans, while also dealing with the problem at hand, one way or another.
