In Moscow, Russian President Alexi Rukovachev announces that he has proof that the rebellion group Svoboda is being housed, trained, and equipped at Ukrainian bases along the Russo-Ukrainian border. Thirteen divisions are redeployed to that border.

In Kiev, Ukrainian Prime Minister Boris Voyenney denies that his government has anything to do with Svoboda, and that it will not be intimidated by Russian posturing. Eight divisions are redeployed to the border.

And in Washington, President McGrier calls an emergency meeting of the national security committee to try and figure out a way to avert what may soon be the first conventional war between two nuclear powers...
