Operatives of the government, investigators, bureaucrats, enforcers. Be calm. Be reasonable. Be ruthless. Humanity needs you.
Five times in the last six years, a hyperstorm has blown out of the Caribbean, ready to destroy everything in its path, killing tens of thousands. Five times, the storm has changed direction, steered between all islands and human settlements, and dissipated on the open ocean.
