A dictatorship, favored by the gods. But which gods? Only the most important ones, of course. The God of the Sky. The God of the Sea. The God of Love. The God of Death. Those who are most worshiped, most revered, most powerful. They support The Authority, and bless its leaders. They lend them their powers in exchange for extravagant sacrifices, that in turn makes them stronger.

But they are not the only gods - there are the small gods too. The ones that The Authority would have you forget. The God of Flowers Growing in Cracks in the Pavement. The God of Squirrels, Mice and Other Such Scurrying Things. Those who cannot afford the grand sacrifices needed to curry the favor of The Pantheon, they still remember these small gods and give them whatever little offerings they can.

Life is organized by altitude. The closer to the sky, the purer the air. The Authority lives in Topside, with plentiful oxygen and sunlight. Those who live in the tunnels are used to the darkness and poisonous air. They live shorter lives, they get sick more often, but to them it is normal. The Authority does not like to come down here, into the dank cellar of their society, where they must wear respirators to survive. They rely on local agents instead - making promises of social and physical elevation for them and their families.

A high-ranking official in the Ministry of Worship has gone missing in a place called Community, deep in the tunnels. The Official was on a rare mission into the tunnels, and the people of Community have been blamed for their disappearance. But they are not the only one missing - for months and years, the people here have complained of friends and family gone without a trace. Nobody paid attention to them, though, not until it happened to someone that mattered.

Tensions are high, especially after the protests that erupted against a proposed expansion of the Topside sewers that would poison the underground river that feeds Community. Nobody had ever seen a protest of that scale in generations, and the Authority did not crush it like they did others - in fact, the project has been officially cancelled. Rumors abound that the timing of the Official’s visit, the protests, and the disappearances are all connected.

An investigation is ongoing, one with serious consequences. Local agents are interrogating key suspects - a round-up of community leaders, political activists, troublesome artists, and known criminals. Someone will be held accountable, or else they will ALL be held accountable.
